INTERPRETASI FILOSOFIS PILAR PENGUATAN STRUKTUR DAN KETAHANAN INDUSTRI DALAM ROADMAP PERBANKAN SYARIAH INDONESIA 2023-2027: PERSPEKTIF HERMENEUTIKA GADAMER

Abstract


The Indonesian Islamic Banking Development and Strengthening Roadmap (RP3SI) 2023-2027 represents a strategic framework for transforming the national Islamic banking industry. This research analyzes the ideological meaning of Pillar 1 on Strengthening Industrial Structure and Resilience through Hans-Georg Gadamer2019; philosophical hermeneutics approach, particularly the concept of fusion of horizons. Using an interpretive qualitative method, this study explores the dialogue between the technocratic horizon emphasizing efficiency and consolidation with the Islamic values horizon centered on maqashid shariah. The results show that RP3SI tends to be technocratic with dominant dictions such as ,consolidation,operational efficiency,competitiveness,without explicit articulation of distributive justice and advocacy for vulnerable groups. The BUS-BPRS consolidation and UUS spin-off strategies have potential to improve industry stability but contain risks of marginalizing small Islamic banks and MSMEs. This research concludes that policy reorientation is needed to integrate structural efficiency with maqashid shariah values to ensure Islamic banking remains inclusive, just, and oriented toward social welfare.
